As of January 1, 2026, the donation reporting process in Israel has changed for non-profit organizations (amutot) that have approval under Section 46 (סעיף 46). These organizations must now report received donations through the new digital system of the Israel Tax Authority — the Israel Donations System (מערכת תרומות ישראל).

What is Section 46

Section 46 is a section of the Israeli Income Tax Ordinance that allows donors to receive a tax credit for donations made to approved NPOs.

If an NPO has valid approval under Section 46, the donor can recover part of the donation amount through the tax system. For individuals and unincorporated businesses, the tax credit is 35% of the donation amount, subject to the conditions of the law.

This is why it is important for NPOs not only to accept donations, but also to document them correctly.

What is the Israel Donations System

The Israel Donations System is a new digital system of the Israel Tax Authority for donation reporting.

The system allows organizations with Section 46 approval to report donation data directly to the Tax Authority’s databases. After that, the donation information becomes available to the donor in their personal account on the Tax Authority website.

Change from January 1, 2026

As of January 1, 2026, all public institutions with Section 46 approval must report donations through the Israel Donations System. This applies to all donations, as well as donation cancellations.

When reporting a donation, the organization must provide, among other things:

• donor details;
• donation receipt number;
• donation date;
• donation amount;
• payment method;
• for payments by check — check details.

If a donation is canceled, the organization must also report the cancellation and provide the registration number of the receipt being canceled.

Donation receipt

A donation receipt (קבלה על תרומה) is a new document that confirms that the organization received a donation and links this donation to a specific donor.

For the donor, this is important because they can use the tax benefit only based on a correctly issued and reported donation. The new system is intended to eliminate the need for donors to keep paper receipts and upload them separately when filing a tax coordination request, annual report, or tax refund request.

For NPOs, the donation receipt becomes part of digital reporting to the Tax Authority. Errors in donor details, receipt number, amount, or date may create problems for the donor when claiming the tax benefit.

What obligations NPOs have

The main obligation is to ensure the correct reporting of donation data to the Tax Authority system.

The organization must make sure that:

• it has valid approval under Section 46;
• donations are issued as donation receipts;
• when a donation is canceled, a correct donation receipt cancellation document is created (ביטול קבלה על תרומה);
• donor details are collected and reported correctly;
• the system or process used allows information to be reported to the Israel Donations System.

If an organization uses manual receipts or software that is not connected to the system, the Tax Authority also describes an option for online reporting of manual receipts. However, for regular donation collection, it is better to set up a digital process in advance.

Support in Allpay

For many donors, the tax benefit is an important part of the decision to donate. If an organization can immediately issue a correct donation receipt, the process becomes clearer and more reassuring.

Main point

The Israel Donations System is not just a technical update. It is a new standard for working with donations for organizations with Section 46 approval.

NPOs should check in advance how donor details are collected, how donation receipts are created, how donation cancellations are issued, and how information is reported to the Tax Authority.

The clearer and more accurate this process is for the donor, the more trust it creates in the organization.

We’ve updated the Allpay API to version v11 and introduced an important feature — you can now save a customer’s card without charging it.

Previously, this was more complicated. To save a card, you had to process a payment first, or charge the card and then immediately issue a refund. This could look confusing to customers and also resulted in extra fees.

Now it’s much simpler.

The customer enters their card details once — and you can save it for future payments. No charges, no refunds, no unnecessary steps.

What this means:

• no “technical” payments for the customer;
• a cleaner and more transparent payment flow;
• no extra fees;
• easier setup of subscriptions and recurring charges.

This is especially important for subscription-based online services — including educational platforms and AI products. The update enables more flexible payment scenarios.

Allpay is widely used in AI services because it’s easy to integrate. These services often rely on subscriptions: the user enters their card once, and payments are charged automatically according to the service plan. Now this flow is simpler and more cost-efficient.

We’ve also expanded payment button customization. You can now choose the label that fits your use case — for example: “Pay”, “Donate”, “Subscribe”, or “Save”. This works well for standard payments, subscriptions, and donation-based projects.

The payment page has been fully redesigned: a new design, full support for desktop, tablet, and mobile devices, and improved conversion.

Two new blocks have been added: media and text.
In the “Media” block, you can add up to four images or YouTube videos, change their order, and create a gallery directly on the payment page.

The text block allows you to add a description and automatically translate it into 8 languages. If a translation is not provided, the text from the English tab will be used. Translations can be cleared and generated again.

If only one block is active, it automatically expands to the full width of the page.

Test mode can now be configured separately for each payment link. Management has become more flexible, and in the future other general settings will also be moved into individual link settings.

Allpay has expanded the list of languages available on the payment page.

In addition to Russian, Hebrew, English, and Arabic, the payment page is now also available in French, German, Italian, and Spanish. This allows your customers to complete payments in a language they are comfortable with, improving UX and overall conversion.

The payment page language is automatically determined based on the customer’s browser settings. At the same time, customers can always switch the language manually using the built-in language selector.

You can also control the language of the payment page on your side. In the payment link settings, you can set a fixed default language for a specific link, regardless of the customer’s browser language.

Support for multiple languages applies not only to the payment page itself, but also to additional fields. Field labels can be translated into all supported languages, ensuring a consistent and clear payment experience for international customers.

The Allpay payment API documentation is adapted for LLM understanding, which enables seamless integration with modern AI platforms used to build websites, online stores, and SaaS products.

The API has been tested across several popular AI-based website and application builders and has demonstrated stable performance in real-world scenarios. In particular, testing was conducted on platforms such as Lovable, Bolt, v0, and Base44.

The integration process does not require manual development. It is sufficient to create an integration in Allpay, provide the AI platform with the API credentials, and share the link to the API documentation. When the documentation is followed strictly, AI services correctly implement payment processing, order status handling, and webhook verification.

As part of the testing, the following scenarios were successfully implemented:

• payment processing via redirect;
• payment status verification using webhooks;
• hiding the Teudat Zehut field for payers outside Israel;
• applying discounts;
• switching from redirect-based payments to Hosted Fields (on-site payments).

Special attention was given to the correct implementation of the canonical request and webhook signature algorithm described in the Allpay documentation. This ensured consistent behavior and predictable integrations across different AI platforms.

In 2025, the structure of Allpay integrations changed significantly. Tilda gave way to WordPress, which has now taken the leading position in the number of connected online stores. According to the latest analysis, the distribution looks as follows:

• WordPress — 49%
• Tilda — 41%
• Shopify — 7%
• Other platforms — 3%

It’s also worth noting the strong growth of Shopify: the integration was launched relatively recently, but it is already showing high momentum and steadily catching up with other popular platforms.

This trend shows that merchants are increasingly moving toward modern e-commerce solutions. Allpay continues to expand its list of available integrations, enabling businesses to launch online sales on any platform they choose.

Businesses no longer have to wait a month to get their money. Allpay is launching a weekly payout module that allows you to receive transfers to your bank account every Monday.

How it works

Once a customer makes a payment, it is processed within 3—7 business days.
Once processed, the funds are transferred to the payout balance and are then automatically transferred to the bank account on Mondays.

If necessary, you can request a payout manually without waiting for Monday.

Connection conditions

The module is activated in Settings → Payment modules.
After the activation request, we will send the documents for signature, and the module will be connected within 5-7 business days.

This feature is available to users who:

• have been using Allpay for at least three months;
• have achieved a total turnover of 15,000 ₪.

These criteria make it possible to assess business activity and reduce chargeback risks — when the cardholder disputes a payment after the funds have already been paid to the seller.

Commission

Since weekly payments use a lending mechanism, the credit institution charges an additional fee on each payment.

Why this is important

So far, businesses have had to wait up to a month and a half to get their money.

Allpay now allows companies to receive payments much faster, while maintaining transparent calculations and accurate accounting reports.

The weekly payments module has been tested by a pilot group of ten companies and is now available to all users who meet the connection requirements.

Allpay has launched full integration with the digital receipts platform Morning (formerly Green Invoice).

Now, business owners can automate the issuance of income documents for all payments received through Allpay — with no manual input, no file exports, and no email forwarding.

Thanks to this integration, Morning automatically generates kabala documents (for Osek Patur) and hashbonit mas kabala documents (for Osek Murshe) for every payment processed via Allpay. Refund-related documents are also created automatically. This saves time, reduces errors, and ensures full compliance with tax authority requirements.

The integration is available to both existing and new Morning users. Test payments are supported for developers.

Morning is one of the most popular accounting platforms in Israel — and now, it’s fully compatible with Allpay.

A webhook is an automatic notification that the system sends to an external URL after a successful payment. It allows you to instantly receive full transaction details, including the amount, customer information, payment description, and other parameters. This enables seamless integration of the Allpay payment system with virtually any modern platform.

Webhooks unlock additional capabilities for developers integrating payments into websites and apps. With webhooks, you can:

Allpay now supports J5 transactions — a two-step payment method that allows you to reserve funds on a customer’s card for up to 7 days before charging.

It’s ideal for deliveries, rentals, custom orders, or any situation where the final amount is not known in advance. If the funds are not charged during this time, they are automatically released back to the customer.

VirtueMart and JoomShopping are the most popular components for building online stores on the Joomla CMS. They support product, order, and customer management, and offer flexible shipping and payment settings.

A new feature for developers is now available in Allpay — Hosted Fields (also known as Open Fields).

This is a secure way to embed a payment form on a website or in an application, fully adapting it to your design. The feature enhances the user experience by eliminating the need to redirect customers to an external payment page. This creates a seamless interface and increases conversion rates.

The embedded payment form supports installment payments as well as quick payment buttons for Apple Pay and Bit. Additionally, if an error occurs during payment (e.g., an incorrect card number is entered), the system will immediately return an error message, allowing the customer to retry without restarting the payment process.

The form is available in four languages: English, Russian, Arabic, and Hebrew.

All Hosted Fields features are available to all Allpay users at no extra cost.

You can now add the Apple Pay button to your payment page to make the checkout process faster and more convenient for your customers.

Apple Pay allows clients to pay for goods and services with a single touch, without the need to manually enter card details. This is especially important for Apple device users, who account for approximately 25% of transactions worldwide.

Adding the Apple Pay button not only enhances the user experience but also helps increase the conversion rate of your payment page, boosting the percentage of successfully completed transactions. A quick and seamless payment process reduces the likelihood of customers leaving the page without completing their purchase.

To enable the button, simply activate it in the modules section of your Allpay dashboard. There is no additional transaction fee for Apple Pay payments, and no monthly fee is charged.

The growth in the number of customers and the overall turnover of Allpay makes it possible to achieve better conditions, including in terms of pricing.

Despite the widespread increase in prices in Israel, Allpay as of January 1, 2025 reduces prices:

Cards. The fee for local card payments is reduced from 1.5% to 1.45%.

Bit. The additional fee for payments via Bit is completely cancelled. Now payments via Bit will cost 1.45%, just like card payments.

You can add the Bit button to the payment page in Settings → Modules.

3DS. The minimum fee for payments with 3DS (payment confirmation with an SMS code) is reduced from 2.5₪to 2₪.

Important updates to the language support of the Allpay payment page and app are enhancing conversion rates and reaching a larger audience.

Automatic language selection on the payment page

‍The payment page now automatically adjusts its language based on the customer's browser settings. There's no need to manually select a language for payment links — our system adapts to the customer's preferences and displays the page in the language they usually browse in. Additionally, a language switcher has been added to the payment page, allowing users to change the language at any time.

Arabic language support added

We’ve expanded our language support and now offer the payment page interface in Arabic. This improvement helps us reach an even broader audience and makes the payment process more intuitive for customers from different countries.

Allpay payment links now include updated features, making the payment process even more convenient and efficient for businesses.

Multiple items on the payment page

‍The payment page now supports adding multiple items at once, such as a product and its delivery. This allows customers to see a complete breakdown of their purchase, reducing potential questions during payment.

Quantity selection for products

‍Customers can now select the desired quantity of products, providing flexibility when placing an order. Additionally, a limit can be set for the available quantity, which is useful for items with limited stock or event tickets. For example, customers can now purchase multiple tickets for a single event in one transaction.

Automatic deactivation of payment links

‍Each payment link can now be configured to deactivate automatically, helping businesses control payment availability. Once the specified time is reached, the link will stop accepting payments. This is especially useful for ticket sales, such as halting payments once an event has started.

Donation buttons

To support NGOs and other organizations, donation buttons with preset amounts can now be added to the payment page. Customers can quickly choose one of the suggested amounts or enter their own, making the donation process simple and accessible.

Allpay users can now add a Bit button to their payment pages for quick payments from customers in Israel.

With this feature, customers don’t need to enter a phone number — just click the Bit button and confirm the payment in the app. Payments made via Bit will be credited to the business’s bank account along with payouts from other transactions.

What is Bit?

‍Bit is an Israeli payment app widely used for fast and secure transactions. It allows users to quickly transfer money, pay for goods and services, and perform other financial operations directly from their mobile devices.

The quick payment button increases payment page conversion rates. Another advantage is the higher payment limit for Bit transactions, set at 240,000 shekels per year (compared to 50,000 shekels per year for individual accounts).

How to enable Bit on your payment page

To add the Bit button to your payment pages, simply activate the "Bit" module in the "Modules" section of the Allpay app.

Since Bit is primarily designed for Israeli users, we’ve added an option to hide the Bit button for customers located abroad. Customer geolocation is determined automatically by their IP address.

Allpay announces integration with the popular e-commerce platform OpenCart.

This new feature enables OpenCart-based online store owners to easily and quickly integrate Allpay’s payment system, providing their customers with convenience and security during purchases.

What is OpenCart?

A token is an encrypted “snapshot” of a customer's bank card used to create new payments without having to re-enter card details. Tokens are often used to create recurrent payments, for example, for weekly/monthly/yearly subscriptions.

Other applications include:

• “postpayment” — when the cost of a service is known after using it
• “Pay As You Go” — when the tariff price depends on the resources used by the user

Today's update concerns customers who accept payments on self-written websites using our API. The ability to accept recurring payments within the Allpay app will be available in the future.

It is possible to simultaneously accept payments on the site through the plugin and through the Allpay app without additional payments. Installing and using the WordPress plugin is included in the Allpay plan.
